Logic 2000 Inc. is an Ottawa-based IT Professional Services firm,
which has been providing quality solutions in the National Capital
Region since 1985 to both Government and Private Sector clients with
highly specialized resources.

STATEMENT OF WORK

Background

The Information Technology Division is looking to engage the services
of an IT technical services agency to provide one developer for a one
(1) year contract, commencing in February of 2008. The successful
candidate will be part of an existing team of ad hoc programmers, and
will manage a queue of report requests from Assisted Housing and
Insurance clients wishing to perform analysis related to their work
activities. Occasional special project work may also be required.
The successful candidate will work closely with the clients; provide
analysis, coding, and testing and documentation services. Existing
program libraries are largely mainframe SAS programs. Existing data
sources are a mix of mainframe SAS files, client-server SAS files and
SQL databases. As a result of the growing use of a MS SQL Server
datamart, in conjunction with the implementation of SAS Enterprise
Guide, a migration of those programs to the new technical environment
is occurring.

Candidate requirements:

The ideal ad hoc report programmer will be a SAS/SQL developer with
experience writing ad hoc SAS or SQL query reports using SAS V9 or SAS
Enterprise Guide or Transact SQL or Cognos ReportNet. The programmer
will monitor a queue of report requests from the business client, will
prioritize the request and review the data requirements with the
client, will analyze and determine the most efficient and effective
approach to extract and present the data, will code and document the
program(s), perform unit and system/volume testing, and will implement
the code in the production environment after receiving client
approval. Throughout this process the developer will interact with
the client as often as appropriate, given the complexity of the report
request. An existing library of programs will be referred to or
utilized by the developer. That library consists of a mix of SAS,
SQL, ReportNet, and COBOL programs, so a willingness to learn SAS or
the mainframe environment is essential. The knowledge, skills and
experience a developer must have to be successful in providing these
services to our business clients are:

KNOWLEDGE

* Thorough knowledge of the client server Windows 2000x environment is
essential;

* Knowledge of one of the z/OS mainframe environment or SAS Base
programming is essential;

* Knowledge of business environment, as pertaining to Mortgage
Insurance and/or Assisted Housing administration, will be an asset.

SKILLS/EXPERIENCE REQUIRED

* 3 - 5 years experience in progressively responsible positions in IT;

* At least 2 years experience coding SQL against a relational database
on either the mainframe or client/server environment against one of
DB2, UDB, MS SQL Server, or Sybase;

* At least 2 years experience coding within a GUI development
environment such as Microsoft VB or .NET, PowerBuilder, Crystal
Reports, or other GUI development toolkit;

* 1 - 2 years experience coding in SAS or SAS Enterprise Guide or
programming in TSO using ISPF and JCL is essential;

* 1 - 2 years experience manipulating files on the z/OS (tapes, disk
volumes, sequential files, FTP) or on Windows 2000x (.CSV, MS Access,
MS Excel, FTP);

* Experience developing reports (in Cognos PowerPlay or ReportNet is
an asset);

* Familiarity with the application development lifecycle is essential;

* Preparing technical documentation;

* Analytical and technical skills;

* Teamwork skills are critical;

* Written and verbal communication skills;

* Client service skills;

* Enhanced reliability security clearance (Secret clearance is an
asset);

* Bilingualism is an asset.

The candidate must be available for interview by a selection panel,
and should be available for a possible start of employment at our
National Office in Ottawa by February 18, 2008 if chosen as the
successful candidate.
