I had a discussion with my nephew this weekend. The company he is working
for is looking for four contract-to-permanent hires. They have specific
requirements for the position, which I haven't seen but he tells me they are
nothing out of the ordinary.

Of the twenty 'qualified' responses they received, 100% were H1B visa
holders from India.

WTF?

The company has such a bad reputation that only foreigners
are willing to work for them?

In general, unemployment rates are low. Most people willing to work have
a job already.

Did they advertise a rate? If so, was the rate competitive for American workers
in that area?

They only advertised the positions to Indian contract houses.

Yeah, like that's an honest oversight. Not.
