Description: THIS POSITION IS CONTINGENT UPON CONTRACT AWARD AND LOCATED IN THE MIDDLE EAST. Testing and Commissioning Manager Position: Provide strong leadership for the Commissioning Management Process, accomplishing high levels of accuracy, productivity, and focus. Monitor activities of the site start-up testing and commissioning teams as they complete the assigned project within the parameters of schedule, cost, and budget while maintaining safety, quality, and client satisfaction through periodic meetings and reviews with staff, installation contractors, testing service sub-contractors, and clients. Testing and Commissioning Manager responsibilities will be to: Develop and implement commissioning management processes. Aid in the development of the Project Commissioning Management Plan. Assist in the development of the Commissioning Management Plan risk management process. Help in the development of commissioning protocols/guidelines for all areas across project execution phases. Aid in the development of the commissioning schedule and its incorporation into the integrated project schedule. Assist in identifying the resources required to execute the Commissioning Management Plan. Identify the Project commissioning documentation and information requirements and verify that testing and commissioning is carried out and recorded in accordance with the requirements of the Commissioning Management Plan. Assist in the development of recovery plans when local circumstances impact the Commissioning Schedule. Develop and implement a detailed review plan for Project Technical Specifications. Provide guidance to the Project Engineering and Design Teams on commissioning related issues throughout all phases of the Project. Basic Qualifications: (1) Bachelors degree from an accredited 4-year institution. (2) 15 years of experience including 10 years experience in the testing and commissioning of telecom, control, and security systems with 5 years in senior associated managerial positions. (3) Experience working under firm fixed price contracts. (4) Experience managing projects in the Middle East is a plus. (5) Willingness to live and work in the Middle East.
