They are looking for a Systems Enginee, Level 3 -(SE3), in Fort Meade, MD. JOB DESCRIPTION: Perform a variety of senior level engineering tasks that are broad in nature and are concerned with system design, risk reduction, implementation and integration, including personnel, hardware, software and support facilities and/or equipment. Serve as key engineering person on projects for both customers and the project teams. Provide guidance and support to technical and programmatic requirements derivation. Provide senior technical guidance and leadership of engineering, analysis and development teams. Guide users and team members in formulating requirements, advise on viability of alternative approaches, and conduct and evaluate feasibility studies. Responsible for the integration of requirements, design, risk mitigation and technology of complex systems. Provide guidance and support to ensure seamless incorporation of new plans, designs and systems into ongoing operations. Guide and participate in development of technical documentation associated with results analysis and risk mitigation. Guide implementation of and adherence to the C4ISR/DoDAF process and Capability Maturity Model integrated (CMMi) best practices. PROFESSIONAL EXPERIENCE: - Twelve (12) years experience in technical program management and/or as a system development team lead. At least 50% of this experience shall be in programs with particular relevance to SIGINT, Communications Systems, and Information Technology. - Ten (10) years experience as a system engineer in programs that encompassed systems architecture, requirements analysis, design, production, integration, test and transition into operations. - Five (5) years system engineering experience obtained in an intelligence community environment. REQUIRED SKILLS: The successful candidate must have a strong Service Oriented Architecture background. Provide Systems Engineering (SE) products and services in support of mission systems to include: - Perform engineering review of program/project documentation. - Support system engineering process execution and administration. - Assist customers in the identification and characterization of inter-program interfaces and the integration of existing services to deliver new capabilities. - Advocate for compliance with system architecture guidelines published by Mission Systems Engineering (i.e. data standards, security and standards guidance), the Enterprise Engineering Review Board (EERB) and other NSA/CSS enterprise-level guidance and policy. - Coordinate program level data formats and models in alliance with the NSA standard. - Develop functional requirements and program architecture documents. - Analyze schedules, dependencies and planning. - Develop CONOPs and functional requirements and document architectures for end-to-end mission. - Capture high-level concepts and translate into supportable engineering documents. Technical Activities Requirements Development: - Develop level functional and performance requirements- capture using UML and/or other documentation such as CONOP, Functional Requirements Documents (FRD), etc. - Develop functional definition of the system and describe explicitly via UML and/or other documentation. - Identify data standards, security standards, IC standards. Synthesis: - System decomposition and partitioning. - Technical budget allocation. - Integration and interface identification and characterization- both internal and external. - System performance analysis. - Coordination of Specialty Engineering activities. - Ensure standards are incorporated into architecture. Test Planning: - Incorporate test requirements, constraints, etc. into architecture. - Ensure standards are satisfied in the architecture. - Ensure necessary interoperability is satisfied. Potential Deliverables: - Functional Requirements Document. - UML Products- Use Cases, Sequence Diagrams, Data Flow Diagrams, Scenarios. - DODAF Products. - CONOP refinement. - Interface Control Document Refinement. - Functional system description. - Executable system description. - Technical budgets refinement. - Performance analyses refinement. Other Activities: - Support technical reviews and implementation of the NSA Way. - Define/support governance structure and requirements for the governance function. - Interface management- manage both internal and external interfaces. - Develop/refine schedules with dependencies. - Develop/refine technology road maps. - Develop/refine transition plans. - Analyze new and disruptive technologies. - Support acquisition activities. - Develop and present technical and programmatic briefings. - Support Risk Assessments and support risk management activities. - Support Configuration Management activities. - Support various working groups. - Develop technical White Papers. CERTIFICATION AND TRAINING: Twelve (12) years as specified above, plus professional experiences and training commensurate with technology curriculums typically associated with a Masters Degree or equivalent.
