Primary Duties and Responsibilities:
The Regulatory Compliance Manager reports directly to the Regional Senior Manager of Property Management/Regulatory Compliance and indirectly to Corporate Regulatory. He/She is responsible for regional risk management, regulatory compliance, oversight of market-based regulatory consultants, and management of costs for regulatory and compliance services. He/She consults with the corporate regulatory group and in turn trains and informs others in the region on regulatory compliance. He/She will partner with RF, development, and construction to ensure compliance on new sites, and work to overcome obstacles to regulatory roadblocks that impede build-out.
* Support and review compliance with all market regulatory activity including NEPA, environmental, and FAA/AM/EME compliance through communicating, training, monitoring, and reviewing, Development compliance with local, state, and national regulations. * Providing guidance to senior leadership and development staff regarding the interpretation and application of relevant compliance statutes and laws. Staying up to date on changes in law locally, regionally or nationally that affect regulatory compliance matters in the wireless industry. * Responsible for selecting phase 1 and 2 and NEPA vendors; processing NEPA and Phase 1 and 2 orders as needed; managing environmental/NEPA consultants and costs; working with construction, RF, and A&E firms on NEPA friendly designs; reviewing submittals to all agencies including SHPO, THPO, USFS; Responding to agency letters in NEPA checklist items; Negotiate with agencies to eliminate NEPA obstacles; Obtaining necessary agency permits (if required i.e. wetland or land banking credits); reviewing completed NEPA Checklist - verify all agencies and tribes contacted; Sign off on completed NEPA checklist; if necessary send Environmental Assessment to Corporate Regulatory for FCC filing. * Provide expertise and support to markets on MPE and AM Detuning activities. * Create and manage process for agency escalations * Monitor regulatory changes * Implement Corporate Regulatory policy rollouts in each region * Develop and conduct/manage region-wide compliance training -. Coordinate and monitor compliance for OSHA and EME in association with Construction, RF, and Operations through training * Direct supervision of Regulatory Specialists * Reports directly to Senior Manager, Prop Mgmt & Regulatory Compliance and reports to Regional Development Director and RVP on escalated issues * Works with Corporate Regulatory Affairs, FSC National Development, and Regional Corporate Counsel on trends, strategy, and escalated regulatory issues * Assess and track RF and Development compliance tasks and provide support where necessary to Regional and Market RF Directors and Managers * Provides support and oversight on regulatory processes in markets, interacting routinely with Market/Area Directors, Market/Area Development and Construction Managers, and Market/Area RF teams Qualifications & Competencies:
* Expertise in interpreting legal/statutory requirements and researching application of regulations * Knowledgeable about Development processes, especially RF, construction, leasing, permitting, and zoning * Expertise in NEPA, environmental, and FAA/AM/EME compliance issues and procedures at national, state, and local levels * Ability to negotiate and manage small vendor contracts * Highly detail oriented with excellent verbal and written communication skills. * Skilled in teamwork at multiple levels; adapts easily to change. -. Capable of leading small to medium sized teams dispersed in multiple geographies. * 2+ years experience with NEPA, environmental, and FAA/AM/EME compliance issues in wireless site development or comparable experience with interpreting and applying laws or statutes * 5+ years working in the wireless industry with experience managing others * Bachelors Degree Required -.
