I suggest you check with the department advisor or your university's
grad studies faculty as to what to do as they are in a better position
to give advice. In order to pursue your area of interest, you may have
to change departments or even universities, depending on whether anyone
else is working in that area, and willing to take you on as a grad
student, as well as any available funding.
As for writing a conference paper, watch for any calls for publications.
They will often have information on format, content, and deadlines.
Check with any technical associations in your field as they often host
meetings where papers are presented. In addition, many journals publish
guidelines with regards to manuscripts, so check with your university's
library.
