Description: Title of Position: Intelligence Analyst, ISAC

Reports to: ISAC Director


Position Summary:

1. Works a variable shift in a 24/7/365 Model and on an as needed basis. The ISAC is the designated information portal for an entire sector. It is necessary that the ISAC staff is available to the sector at all times. Supports 24 hour/7 day-a-week crisis and contingency operations for the North American Transportation Information Sharing and Analysis Center (ISAC) and deploys in the US, Canada, and Mexico as required.

2. Reviews and analyzes domestic and international intelligence that relates to the U.S. transportation systems to include: aviation, mass transit (e.g., buses and trains), pipelines, maritime and highways.

3. Responsibilities include planning, organizing, and coordinating the overall ISAC intelligence process. Prepares all-source intelligence analysis for presentation to customers, policymakers and operators focusing on terrorist groups' intentions and planning against designated critical infrastructure sectors and assets. This will include production, focusing on indications and warning and threat assessment. In response to production and collection requirements, plans, organizes, conducts, and evaluates all-source intelligence assessments for assigned homeland security priorities, focusing on indications and warning, threat assessment, counterterrorism operational support, counterterrorism options development, and collection management for relevant analytic functions. Oversees and affects the ISAC’s integration of analysis in the production and presentation of reports and assessments, such as articles, papers, studies, briefings and other media--making the analysis available throughout the Homeland Security and Intelligence Communities. Recommends analytical priorities covering the ISAC’s focus area. As assigned, reviews DHS, TSA and interagency counterterrorism and critical infrastructure protection products covering the sector priorities.

4. Maintains deep and sustained relationships with counterpart specialists in Department of Homeland Security, Transportation Security Administration, the U.S. intelligence community and private sector, as appropriate to acquire and exploit all available data. Engages in daily, real time communication with the homeland security and intelligence communities to ensure requirements for dissemination of timely warnings and notifications are met. Participates in collective estimative and interagency products and processes, including preparing and presenting all-source intelligence briefings to individuals and groups of customers, DHS, TSA and other suitable entities. Represent the ISAC in inter-agency and international forums, furnishing information, defending ISAC positions, and coordinating studies and conclusions. Participates in, and where appropriate, leads collective interagency activities, such as committees and working groups, and produces resulting interagency products.

5. Develops, in conjunction with the ISAC Director, the standard operating procedures for ISAC Operations. Makes recommendations for and implements specific process improvement opportunities to the ISAC Director.

6. Research, evaluate, and integrate intelligence data for articles, papers, and studies for the ISAC, national, international intelligence publications and organizations.

7. Conducts all-source intelligence briefings for customers and/or DHS or related groups.

8. Maintains manuals and automated databases of relevant intelligence information to support ongoing research projects.

9. Completes other duties as assigned by the ISAC Director.
